Movement speed of 'Pokémon'

It is the speed at which pokemon move. At the time of the lure the pokemon is far behind, why? There are several factors such as the base movement speed of the pokemon or the terrain through which it is moving.

By logic and physiognomy of the pokemon should have a speed accordingly.

Here are some examples.
Framed with red are the status within the game and the status of the official games. (I know that Padventures is not official </ 3).

Lopunny and Whimsicott:
1.- It is a rabbit so it should be agile and light.
2.- It is a cotton that uses air currents to move quickly.

Now let's compare with these other two:
Empoleon and Rampardos:
1.-A heavy pokemon based on a rock-like dinosaur, not at all fast.
2.-A pokemon based on a steel-type penguin, penguins are generally clumsy on the floor.

Now another example a bit isolated from the previous ones.
Gengar a pokemon that is a cloud of ghostly gas, has practically no weight.
(It could be justified because it has a dark portal)

Still the best is Alakazam's speed = 200 and 150 on bulbapedia, almost 1:1 xD

It is not that you put 150, since the values that are handled in official games do not represent the same as in PAd.
Kazam is one of the fastest pokemon in official games, as for the non-legendary. But the same thing happens that with gengar has a similar ability called blink.
