Wonder do pokes from fishing have lower rates on loot/catch?

Before event and all event im fishing,from 97 to 104 fishing lvl
Im fishing on alola/meowth bait only
Since event started i got 0 held,0 TMs,just 2-3 duplicate cards and catch is all near bonus or high ammounts
Just wonder are they different from wild pokes
