First: you should use English in sections other than your native language.
Second: Vileplume and Victrebeel for me have good moveset and TMs learnest. I used them on exp and duel and are good enough.
Third: we have rebalnse section where you can write your suggestions about pokes moveset.

These 2 pokemons don't need any changes they are good as they are now. Also weavile can't learn moxie in original game so he won't get it.

First at all, as Lewuseq said, you should use English on Forum, except on Native language sections
Second, your moveset suggestion is incomplete, you need to put cooldowns of the moves. Btw Vileplume and Victreebel have good movesets in my oponion, especially Vileplume.
And Weavile doesnt have Moxie ability 'cause he doesnt have it on Pokemon Universe

1) Petal Healing is an exclusive move for VILEPLUME, so no. We won't give it to anyone else.
2) As they both suggested: At the moment they're pretty balanced so... Once again, there will be no future changes for Vileplume or Victreebel.
