By far, since when this move was added, it has been a certain problem in some aspects. And I think you already know about such ones.
I remember having this same problem with avallug's "subzero storm" that had a different name, and similarly causing the same problems, leaving ice stakes on the floor and so on. Now this works in a different way, as it launches its "cold trap" directly affects the surrounding enemy causing damage and paralyzing the pokemon. Maybe you could do the same for "Spikes" ... "stone / sand stakes" could directly affect the target (s) around and the "whirlpool of sand" effect could be immediately after being launched.
