Currently they will stay only for new pokemon, anyways it could be a good idea to leave them for normal pokemon when Halloween event finish

Try throwing it on something that's easy to catch, let's say poliwag, if u catch it in 1-2 balls it's probably like ub/rb.

Uhm, that's pretty weird
I recommend you to dont use them, since those balls are bugged, that's one of the main reason of why I've blocked new pokemon respawn
