About Milotic, HP improvement

Hello, Milotic is a great pokemon water, but your HP is very low ...

18,5k should be the smallest HP among pokemons 130 in last evolution,
could not they think of putting 20k 21,5k of hp in it?

You are not taking into consideration the fact of it has "aqua ring" in its moveset, which in practice, milotic has 25.9k (its HP 18.5k + 7400 from aqua ring) of HP, if my math is not wrong. So, an increasement on its HP, 20/21 as you're suggesting, would become melotic kinda overpowered, i guess.

If you start subject about milotic... Maybe Milotic should have extra chance? before he had now he dont have, thats bad for new players(not me) because catch for them is harder xD

yes aqua ring is a good move... but not are the efective hp... is a virtual hp, in stun you can't use the move... her hp is lowest...

Aqua Ring gaves 40%hp so you can use it when Milotic has 60% or lover. Keep in mind that pokemons due to have max 2 stuns then is almost no way you couldn't use heal. I think its healpoints are good as are now. I use a lot of others pokemons with less HP with heal move and don't see the reason to write about their improvements.
