My original plan was to make the suggestion only for Semistoad, but I remembered that there are several other pokemon with the same type and they are all forgotten. And looking at the pokedex of all of them, they are very similar Pokemon in their moveset.
Starting with the frog!

Seismitoad

m1 - Acid
m2 - Venom Drench
m3 - Mud Spatter ---> Water Pulse (Toxic Coat)
m4 - Bounce
m5 - Water Spout
m6 - water Gun
m7 - Aqua Ring
m8 - Thousand Waves
m9 - Tectonic dance
m10 - Rain dance ---> Epicente, Sandblast

Shiny Seismitoad


m1 - Acid
m2 - Venom Drench
m3 - Mud Spatter ---> Quicksand || Soak || Rapid Flow (Toxic Coat)
m4 - Brick Break
m5 - Water Spout
m6 - Muddy Water
m7 - Aqua Ring
m8 - Thousand Waves
m9 - Tectonic dance
m10 - Rain dance ---> Epicente || Sandblast

My suggestion for him is to increase his earth-type attack power. As he has access to many poison-type moves, it might be interesting to add a poison-type stun or defence. About Toxic Coat, it makes sense, but it's a problematic suggestion.

For Quagsire I thought I'd suggest another Aoe for damage, after all it only has 3. But its main negative point is that it doesn't have any area stun or defence. As he has access to many Ice-type moves (bulbapedia), my suggestion is to change Haze to an Ice-type stun or defence, but a water or ground stun would be great too.



Gastrodon

m1 - Mud Slap
m2 - Harden ---> Water Pulse || Soak || Quicksand || Mud Spatter
m3 - Ice Beam
m4 - Mud Sport
m5 - Aqua Bolt
m6 - Water Shuriken
m7 - Recover
m8 - Earthquake

The same idea for Quagsire goes well with Gastrodon, he needs an area stun, perhaps by changing Harden or Ice Beam.
ps: I think Gastrodon deserves a different moveset, between its West and East forms.



Whiscash

m3 - Earth Power ---> Water Tornado || Chiling Water || Bouncy Bubbles

I believe that Swampert doesn't even need to be mentioned among all these Pokemon, but since I made a suggestion for everyone who has this type (Water/Ground). A small improvement for him would also be welcome!

To be honest (kind of personal thing) - I like Seismitoad the way it is. Rain Dance is realy nice with Hydration ability.

Also about Swampert - I wouldnt change Water Pledge. Its one stun in moveset, quite good and IMO it helps a lot.

Just a humble opinion about 2 pokes.

Rest depends of tests (however changing dmg spell into stun dmg spell while it has at least one on moveset can be hard - depends of TMs stun put in pokemons on servers).

about Water Pledge, I really didn't remember that it had a stun effect, I'll change it. Thank you

Idk in my opinion sh quag is in good place if we take his price and rarity not too strong not too weak i like him as a ground i dont think he need any rebalance only sprite rebalance to look more gay
