My suggestion for this poke (currently I've been leveling it up since lvl 13 and now it is 51):

Remove Recover: It has Baneful bunker that is a kind of protection move and replace it for acid spray. I think it needs another target aoe move

Also, please add venoshock to its TM learnlist

LOL! Toxapex is a great poke, dont need any rework, Venoshock for tm is a good option.
