all TM's are decreasing price because people loot them. What about adding a NPC buyer? or be able to sell them in the NPC juanito or some1

Why Slowking can't learn tm Sheer Cold? it's not an op tm, and Slowking has almost the same characteristics than Slowbro (Slowbro can learn it).
