Problem with Hoenn Box 3 Quest!

I have problem with this quest. After i made Hoenn 2 i want to start making hoenn 3, but if i msg to npc "hi" and "mission", he answer me "
02:34 Professor Birch: I don't have more missions for you, thank you for your help.". Idk where is problem.

It's probably bugged, because this player:

Well, I have done the quest.You placed FAKE GROUDON EGG and got the real one right?

If you picked an EGG its FAKE EGG...go back to team Magma and "change" fake egg for real egg...just click on that real egg and then back to proffesor

But i never start it, i don't talk with Ramon, other player said that he can't end it, so i think it's bugged.

I made hoen box 3 before few days again,and it worked fine to me,you didnt made something that you need with npcs for sure...if its bug,it would be to all
Check spoiler of quest and check where you made mistake

You made it at lvl 80-90 or 90+? Because if 90+ then maybe its possible that it is from 90lvl.

Maybe it is,i made on 200 lvl and 190 lvl, make some lvl and check then. Bcz i didnt have any problems

Or it maybe need some other quest to be made, kanto/joghto boxes

I heard this quest is from 90lvl. I do not remember which level you have.
