dont think so and its more rebalance related than just giving cut and such to a pokemon

Aerodactyl can't even legally learn dig(according to bulbapedia). None of the dex entries in any of the Pokémon games suggest that it can dig holes, just because it is a fossil Pokémon doesn't mean it can use find hole.
You can just give it the held that allows user to use find hole.
