If we use rebalance as a guide: Normal Chimecho has similar moveset to delphox, also can cancel block with healing wish and it has less weaknesses, for this reason I dont think delphox would be op with blink.

Ps: idk why normal chimecho is not used in pvp if is strong e.e

When Delphox was implemented, I remember I also asked for blink and was denied.

I agree with Sting, though. Delphox has 500 speed. With Blink it would be really strong (more than it already is).
