Its formula has been like that for several years, I was was thinking about trevenant's forest curse and remembered that in the original games using outrage also confuses the user, so I thought that maybe outrage could have the formula like forest curse and also the self stun effect, or if rejected, maybe stay the same formula, but add a little bit more of damage + the stun effect

Adding stun will destroy balance, just to remind you each pokemon as maximum 2 stuns, adding stun to outrage means removing stunning cms or removing another spell that caues stun, which probably has 30 seconds of cooldown, while outrage would stay with 45-50s.
The damage it deals is also maximum (6k in weakness is max). Draco Meteor already hits all targets, it's not like every spell should be like this. Outrage has very big area man.
