I believe that of all the forms of Darmanitan, this is undoubtedly the most unfair. Most players prefer the other 3, mainly because of the access to the combination of protection with Fiery Tornado.
I would like to suggest a rebalance so that it can be equal to the other forms.

Suggestion 1: Give him a pull move, Glacial Impale or even an ice type fiery tornado, which is something that we still don't have in the game.

Suggestion 2: I believe that only suggestion 1 would already make it a better option of ice type Pokémon. But I would like to suggest a better stun for it , or even a stun respective to its type.

Passive - Belly Drum
m1 - Protection
m2 - Taunt ---> Fling or Ice Stun
m3 - Icicle Crash
m4 - Haze
m5 - Body Press
m6 - Aurora Veil
m7 - Icicle Spear
m8- Hail
m9 - Super Power ---> Glacial Impale
m10 - Blizzard

The Darmanitan in Zen Mode have a 10% damage increase because of the ability. The Galarian Darmanitan in standard form has a skill that we do not have in the game yet, a very strong skill, which is also related to the damage increase: Gorilla Tactics.
It would be awesome to implement this skill, something like:

Gorilla Tactics= Increases damage of the user by x%.(10%,12% or15%)
