Hello. I think Noctowl should be reviewed, its currently rather forgotten and only low lvls use it due to its facility to be obtained

It only has one great AoE - Synchronoise, and only 2 other atks in area (Psycho Shift and Sky Drop)

My suggestion of moveset

i know sting already complained about ppl bumping rebalance threads but we just got a rebalance and no signal of rebalancing noctowl so i might just challenge the wrath of stingo
