Hello. First of all I'd like to say this topic is pve orientated. Cant really tell anything about pvp cause i dont care much for duels, so feedbacks on that are very welcome. Here we go
I believe Rotom (ghost) has a way worse moveset when compared to other forms. All of them have 2 AoEs 3k base dmg:
Heat: Eerie Impulse + Incinerate
Wash: Eerie Impulse + Hydropump
Mow: Eerie Impulse + Leaf Storm (and Power Whip)
Fan: Eerie Impulse + Air Pressure (and Fascade)
Frost: Blizzard + Freezing Shock
Besides that 3 of them have area stun (Wash, Frost and Mow) and all but Mow have some kind of protection (Reflect or Protection)
When we look at Rotom ghost we dont see area stun, we dont see protection and its only 3k base dmg AoE is Eerie Impulse, which tbh has a pretty shitty mechanic. It might be somehow compensated with a good atk like Phantom Force (3k base dmg and breaks some protections) and damage of Electroweb and Ghost Wind dealing more dmg than average, but IMO thats too little to compensate it. Assuming we're gonna spend one of TM slots on Reflect and the obvious other choice is Shadow Storm, we only have one really good atk to use at respawns. I believe it can be better balanced between Pvp and Pve

Night Shadow - 60 - 20s
Electroweb - 62 - 30s
Phantom Force - 60 - 45s
Electro Ball - 65 - 15s
Ghost Wind - 60 - 20s
Eerie Impulse - 60 - 40s
Volt Switch - 70 - 15s
Confuse Ray - 65 - 30s
Spite - 75 - 15s
This is my suggestion
Passive: Electro Ball
