I saw a topic type with the picture of Gyarados lvl 68 then I was wondering if the level of the pokemon but will be easy or hard but to be caught

It will be better to catch a low level pokemon to catch a high level pokemon but I dont know really.

Easy:
More lvl on pokemom-More hard to cath.
Less lvl on the pokemon-More easy to cath.
