In the kanto balance many pokes were balanced, but Dewgong is still bad, it's bad for hunts, because his hp decreases very fast (idk if low hp or low def), & is bad for duels because the most of moves are lineal, if this is not enough, it haves 2 types (water/ice) giving him a lot of debilities, and the few types is supposed to defeat ( fire, dragon, earth, more or less 50% chance grass, flying) rarely happen.
1 It only have 1 water move, and is weak, with this you cant even win a charmeleon
2 The most of its attack are lineal moves (difficult to hit/ easy to avoid)
3 Its hp/def is too low for this poke, and is supposed to be its best part
Suggestion of balance:
x Reduce involuntary moves (makes you fail loads of beams), idk why but dewgong moves more than other pokes, bad combination with his attacks.
@ Add aqua jet [passive]
@ strong buff in aqua tail
@ Add Growl [move]
@ reduce cd of sheer cold, now is too long so it becomes useless if you charge moves.
@ remake Ice Wind to a area damage like fireball or make it more broad to be more difficult to avoid
@ introduce a new Ice type move called "Hail" with same effect than great love ( if dont remake Ice wind)

Maybe doing some of this will be an acceptable pokemon to be in your team.
