Christmas House Decoration contest

I have a question about one part:
"Everyone who will decorate house for Christmas and leave cookies and milk next to the Christmas tree can expect Santa Claus to visit the house and leave small christmas presents (it will be random) between 23-25/12"

Can we expect Santa Claus if we will have just Chirstmas Tree, cookie and milk? And later decor our house? I was wondering about this case, cus now I would like to enjoy the future event and increasing rates. Moreover contest is till 31th of December so some people maybe will decor after Christmas. Also if it can be done (I mean, now Tree, Cookie and milk and after Chirstmas decor house) maybe make a restriction that if someone will leave these 3 stuff now and later doesn't decor the house will give back the present and some extra thing becouse of abusing it?

Christmas deco CONTEST is till 31/12 but the visit of Santa Claus just between 23-25 of Decemember. Yes, your house has to be decorated for christmas and a simple christmas tree is not enough.
