I was too lazy to read all the topic so Idk if somebody already said that or anything that refutes my thesis but here's what I think:
IF there's a lvl requirement, is to avoid people creating lots of character just to get the reward in 3 years from now.
MAYBE, just maybe, the requirements are others instead of lvl. For example, during this 3 years you cannot be a certain time without logging (like 3 months) otherwise the count will reset

That can't happen because I stopped for over 2 years and still got the achievement.

It's kind of bug. Somebody get this achievement for 50 quests, somebody for 53, somebody for 60+. I get it for 65?
You need to finish more quest, sorry.
