So today there was some new content added or something, and after downloading files the client showed an alert that it will restart after 5 seconds. Upon restarting (which had to be done manually as the client wasn't restarting itself) nothing happened and client was trying to download files again and it was an endless loop. So I redownloaded the client and there were 2 issues:
1. I was unable to extract the client uzing the provided .exe extractor(There was a bunch of files that couldn't extract for some reason because of access denied, and yes I tried launching the extractor as Admin) and had to use WinRar.
1.1 The issue with access denied happened with both versions (The one download from mediafire and the one downloaded from PA site)
2. After succesfull unziping using WinRar the client was able to launch, and upon launching it got stuck on downloading 1/10 files and it kept downloading the 1/10 files for 45 minutes after i gave up and killed the process
Notes:
Network usage at launch of the client was about 3-4.5 Mb/s and after around 1 minute went down to 0.5Mb/s and just sat there with the endless download loop.
Tried checking the download through proxies option but it didn't do anything.
Nothing unusual was spotted using wireshark.
The process icon in task manager was randomly dissapearing and appearing again, which may indicate that due to some bug the program is looping endlessly and kinda restarting or something.
The CPU usage was constant at 33% during the whole time client was launched.

I was not able to reproduce this problem on a second PC.
