Probably both would be rejected.

1) Pokemons can have max 2 stuns, including TMs - Umbreon has 2 in moveset (Scary Face and Pursuit) - about Mean Look. That's why also Umbreon didn't get any stun move in TMset so far I think.
2) Pokemons can have just 1 move which works against any kind of Protection (Scary Face in Umbreon's case) - about Feint.
