there are 40 players with that lvl, and 40 TM17 = 40 Scizor with tm17, so it should be harder, 155-160 (idk).

It would be unfair to make it available only for the people that have done metal coat since there wasn't a previous warning, and I think 140 level would fit fine. Agree on everything else though.

Nice idea, but i have to agree with others so could be to do this quest with done never mind which one quest, i mean dragon scale, upgrade or metal coat.

Never... I dont have a TM 17 before some say it... Anyway TM doom desire is the best tm and make a pokemon like scizor invencible now imagine a quest where all 150 get it soon we will have 30 doom desires in server and many VERY OP POKEMONS and of corse doom price will fall a lot becoming a commum tm. Pls dont do it we need to have itens and pokemons rare and especials for only some people...
If change the reward for a randow tm case (1 2 3 4 5) the idea is very good because we can get a tm case that dont have in game and with luck a good TM but make the best tm commum no please... If you want this tm buy one or have luck... We dont need everything becoming commum and cheap...

I thought of this way, this quest has to do with metal, and not to be so easy for a lot of people do TM, TM added the metal coat, I even made ​​the Dragon Quest Scale, I can not do the quest Propria.

That lever req is way too high.. max level 150
