Staring lvl,Magikarp,Pokemons that need stone for evolve!

Hello yesterday i was thinking about 3 things:
1)Staring lvl
2)How traing magikarp for evolve
3)the pokemons that need stone for evolve

now i will tell you what means each one!
1) The Staring Lvl: As we all know the staring level always has been level 5, in the game, but i think its much better star in lvl 1, that will be more interesting and funny i think! will be more challenging and put our game avilities in test! ...

2) As all we know magikarp its the more weakness pokemon of the world and will be hard training for evolve in gyarados because he only has one atack and is "splash", I think it would be more fun add 2 atacks more on diferents lvls and make more easy and funny he's training for no evolve with stones

and the last one

3)as all we know only in the kanto region exist 3 pokemons that need stones for evolve:
1)Eevee
2)Poliwirlh
3)Growlitthe

this are the only that need stones for evolve so i think that in the gave this could be like that,only with those 3 pokemons for make the tinks more easy and funny but its just my opinion i like listening yours opinions about that!

2) Actually Magikarp have 3 attacks, Splash, Tackle and Flail, at lvl 1, 15 and 30, severally.
3) You are totally wrong: Pikachu, Nidorino, Nidorina, Clefairy, Jigglypuff, Vulpix, Gloom, Growlithe, Poliwhirl, Eevee

:O i don't know about pikachu nidorina/no/ vulpix gloom clefairy know but i don't put on the list because i don't know if the server will have moon stone!

and the magikarp i just based on PO magikarp i don't remember the magikarps of GBA...

well just i try to make a best server

but i really thin its better star in lvl 1

1º Level 1 or level 5, there is not a big change.
2º I don't know

He doesn't need any stone to evolve ^^

Mmmm ok but how do you know that? How do you know which pokemons will need stone or not?
Because I want a dragonite then
