I would like to suggest a change in Qwilfish since is a little forgotten:
Basically give him as Passive: Harden since it has a bit lower hp (22k although it has protect) harden would give more advantage in both duel and level, then Poison Jab based on bulbapedia Qwilfish learn it from level and here he drops the Tm and doesnt even have the move, next since Qwilfish is weak to Psy type, the move Destiny Bond is a good way to get to defend himself in the duel part for example in a duel with Delphox (fire-psy) Qwilfish lost easily and then the move Spikes goes for immunity to poison from the Steel type pokemons.

Every Proposition has been made based on Bulbapedia.

Original move set:

M1 Poison Sting
M2 Sting Gun
M3 Bubblebeam
M4 Water Shuriken
M5 Surf
M6 Toxic Spikes
M7 Scald
M8 Fell stringer
M9 Protection
M10 Brine

To:

Passive Harden
M1 Poison Jab
M2 Water Gun
M3 Bubblebeam
M4 Water Shuriken
M5 Surf
M6 Destiny Bond
M7 Gunk shot
M8 Fell stringer
M9 Protection
M10 Spike

I think you are giving it way too much weakness coverage. Also, Fell Stinger + Destiny Bond is way too overpowered in PvE. Last of all Taking off Brine would leave it with no Water type AoE's except Water Shuriken.

Toxic Spikes for Destiny Bond is like madness, sorry mate but I think you are making it too OP.

Spike or toxic spikes?
Toxic spikes is good for its pve part, I exped one in the elder journey
With only gunk shot and poison jab his poison side will be quite weak

Qwilfish it's obsolete, and that's it's a fact, however it's doesn't need so much changes. My suggestion would be this.

I'll agree with Harden as Passive.

This is right, it would have way too much coverage moves for a dual type Pokemon. Pokes usuallly get a lot of coverage moves when they're single type (ex. Primeape, Conkeldurr, etc)

I'll agree with Harden as Passive.

This looks way move balanced; I'd even agree giving him an AOE stun (like, Scald > Water Pulse, or another short duration stun since it can learn Poison Gas on tms and that wouldn't be funny at all), or, another AOE instead of Toxic Spikes, (like Toxic Spikes > Toxic Drop/Poison Powder), since it would have prot + 2 strong areas. Also I agree with Harden as passive, that would make him a bit more tanky in comparison to, Tentacruel for example, who has Reflect+Reflect Type, or Toxapex, who has Recover+Baneful Bunker.

but like always, that's only my opinion. I am not in charge of actual changes, so it would depend on Raissa/Zelricks approval.
