yes, it is normal. there are polish players that doesn't understand english, there are brazilian players who doesnt understand english, there are mexican/bolivian/venezuelan/european/tons of other regions that doesn't speak english. My tag on discord is (pt/en) and i still receive spanish and polish reports there, it is NORMAL that someone doesn't speak other language than his mother language, even on english games(that is one of the "why" we have multiregional gms and tutors, to help them and include them into the game). Everyone should know that europe nor any other country is not the center of the world.
what is not normal is calling by names that are historically linked to racism, such as ape.
