I think he's right; First of all, Bellosom it's considered a Day Pokemon, thats why it evolves with Sun Stone, and Vileplume it's considered its counterpart, being a night pokemon. Second, based on Bulbapedia, it does not learn Moonlight, not even by a Tm.
