Ignoring NPC's

There are much of NPC's who don't respond to any of messages, what are they for?
So are Ash and Gary don't talk to me, i want a quest, so how to talk with them?

you have to speak before the breast ketshup not wait to be told what to do research

Do not waste time with Ash and gary, that's the Box 4 Quest, but here as been replaced for 70 hds

And,to talk Delia Ketchum, you need to be wearing Mimic Clothes.

this quest is soooooooooo lame only 70 hd for beating gary with porygon that spams restore 10000 times in a duel seriously

This thread got completely off topic into a quest spoiler lol.

But yeah, there are a lot of NPC's that are just useless since they don't respond, there's one in pewter, celadon, fuchsia, lavender, and probably a couple more i can't remember right now.
