HP of Pokes

You have decrease hp of halloween pokemons so why you wont decrease hp of all pokemons.
Why duscull 19 is 3250hp and 20 gastly is only 1300.
Deacrease all hp of pokemons but no 1 of kind. Duskull and gastly have 2 evolves so they should have the same hp.
Second if you want to make it right you have to destroy another 20 bugs with are there and why only decrease hp of halloweens 1 form they have been good to exp that way to evolve them and price was the same bigger than normal only becouse of hp . . .

Halloween pokemons aren't supposed to have better dmg or hp than their normal version. I'd like to know which 20 bugs are in the game, could you list them please?
