the lottery tickets are already out of stock and since everyone on the list paid for the tickets, there are no more free slots. You can't parcipate anymore. Sorry.
Money was supposed to be sent using a parcel, you can buy it from NPC patrick (in celadon, fuchsia and many other places). NPC can also guide you how to use it.
Anyways, As I said, time to parcipate is over.
