accordiing bulbapedia he learn THIEF, TAUNT , and PROTECT

Its possible to add thief on his moveset? or taunt?

i think PROTECT for Substitute would be nice

I would say no.
1. No way for taunt since he already have scary face and i don't see any reason to change best possible stun
2. I doubt about thief just because he can learn it doesnt mean we have to add it
3. Protect change is pointless i dont see any reason to why you would want it (you can break substi only with barrage which is owned by exeggutor and no guard deals less dmg with each hit)

I see those changes more like "i want to kill ghosts" and as Aga one wrote not every normal etc pokemon should be able to kill them otherwise they would be pointless
