Rules:
- To bid the hall, you need to be owner of the guild.
- Your guild needs to have at least 10 different members (2nd chars/accounts don't count).
- Guild Leader cannot keep the hall only to himself/herself and has to invite at least 5 other members.
- Guild Leader cannot steal other guild members.
