Gligar

Hello, I know you don't like comparisons but Gligar is the worst Pokémon that evolves with an item at lvl 80, and overall a bad Pokémon. Also despite being Ground / Flying it has 1 Ground type move (Underground) and only 1 Flying type move (Wing Attack) So my suggestion is;

Change
Knock Off - lvl 40 - 15 sec to Earth Power - lvl 40 - 20 sec
Fury Cutter - lvl 47 - 20 sec to Earthshock - lvl 45 - 25(?) sec
U Turn - lvl 40 - 20 sec to Air Slash - lvl 40 - 20 sec

Edit: If you think it's too much AoE you can just remove X-Scissor

gotta write it here hopefully other ppl will notice it, stop bumping rebalance threads if i will not say: "no this pokemon will not be rebalanced" then we might check it out when we decide to do a rebalance
