BUG in fly attack (with togetic)

When I use fly attack of togetic and the target moves fly attack doesn't deal any damage. I don't know if this also happens with other pokemons but I think this is a bug.

I also wanna ask why togetic doesn't have any flying type attacks in his movement set and he is NORMAL/FLYING cmon please look at this too!
I mentioned this in many threads already but I am always being ignored. I hope someone can give an answer now!

Yeah.!! I got the same problem with my Togetic :S I Use forget TM because i see fly attack Bugged and bad tm to Togetic :S... maybe need a rebalance because dont have attacks type Fly :C

in other words the skill sucks... I mean it doesn't deal alot of damage. You get attacked by wild pokemons when you stand to close to them(I hope this a bug...) and now wild pokemons and players in pvp can easily avoid the attack by moving.
