By fortunity I've found this short film and saw something interesting. I mean Blastoise here can use Rapid Spin. Just look on the video [8:15-8:30].
I think it looks nice. Blastoise could hide into its shell like true turtle 
. In the end, there must be some use of its shell. Long time ago it had Protection. With Reflect was too strong, but here it will get nice improvement. And yes - by Rapid Spin we could miss some moves, but as we know its duration =/= Protection's duration. Just think about it please.
For what it could be? I'll give some suggestions:
- instead of Aqua Jet
- instead of Aqua Blast
- instead of what you choose (except Metalic Noise and Hydropump and Water Spout/Whirpool)
