Well you will be able to find them in free areas, but they will be small spawns, big spawns will be located at premium areas

The screenshot made me think of something, because i remember every time i tried to go to squirtles on PO i would get hit by a lot of stuff in the shores because people lured them, and one time i even died ;/.

So, i think you should make some areas of water like that one protection zones so you can actually get to the shore/spawn without being hit/killed.

Haha I used to get hit, but never died. But yes, I wish you could actually make it to the area and hunt before getting hunted lol
