Stop closing topics

Ive been noticing some rebalance suggestion topics are being closed after one idea is rejected, like the serperior one (btw i agree to Raíssa on that Topic, its a Very similar case to milotic)

My point is: other people (or even the same person) might have another ideas for the Poke and If you close the Topic people Will be forced to create another one, flooding the section

Didnt mean to create a Topic only for saying this but It didnt fit anywhere else xd

When some idea is rejected,then thread is closed - as there's nothing else to discuss in this matter. If someone else has different suggestion,then can create second thread. That was the point of creating section for rebalance in general.
