I vote lvl 150, have 67 players lvl 150 in servers, lvl 130 is low for a good respawns.
I think the most problematic thing with Promotion Quest might be the idea of bonuses related to each "class" of the element. Many people might not want it and the second half may want it, I think the compromise is when the bonuses would be rather small, almost invisible, but different for each "class".
#edit And I rather think it suppose to be for 130 lvl players.

I think lvl 150 would be wiser for promotion - That way not everyone will have it. And it will give incentive to lvl up to lvl 150 in order to do it. Motivation is key here.
At lvl 130 you already have motivation to do Pannih (lvl 130) and TM reflect quest. At lvl 150 you got motivation to do Pokemon palace quest. Then after that nothing. So 150 would be better in my opinion.

Because otherwise you could make the promotion based on stages. To keep people motivated to lvl up.

20% bonus is much too much, even for one god damn element. I prefer Khan's idea. It's more racional. 10% for attack/defence power is enough.
I did some math calculations for some Pokemons and Psycho, mate... 20% is a f**king A LOT. Even 10% is much. I'm even considering to be totally against any % bonuses. Other bonuses would sound nice as well.
We can do quest of ALL elements or only 1?

Professor Oak will Ask your Preference of Element: Water, Normal, Fire, Electric, Grass, Ice, Fight, Poison, Ground, Flying, Psychic, Bug, Rock, Ghost, Dragon, Steel and Dark.
After it He will Give a Task for Element that u choose:

Kill 100 Blastoise, 100 Kingler, 100 Feraligatr, 100 Azumarill and 100 Golduck.
Normal:
