Despite being rare, this pokemon's moveset truly sucks compared to all other water types right now. I mean, just look at this:
This pokemon is never being used pvp or pvm for a reason. It only has 3 AoE abilities : one of those abilities is ice (hail) and another one is shit (liquidation). I understand that hail and u turn were given to it to counter grass types, but this simply isnt enough to make this pokemon good in pvp. Whats worse that these moves drastically reduce its usefulness in pvm (especially Hail since it takes up a good AoE spot in a low damage pokemon like this). If anything, Fairy moves would be more fitting to this pokemon since it is pretty much a water fairy lore-wise and also learns fairy type moves. Its a good canditate for Sparkling Aria.
Lets compare it to normal Kingdra, not even a shiny one (and not forget that Kingdra can actually use Reflect):
Similarly, even normal blastoise has a much better moveset than Phione with 4 AoE (That can also learn the stronger ice move Blizzard and also.. reflect). Mega blastoise isnt even comparable to the current garbage Phione is.
Same with Shiny Kingdra. Or Greninja family. Even Corsola/sh corsola.
It doesnt help that this pokemon also has an ability that is pretty much useless. It needs some love. Maybe replace Liquidation with Sparkling Aria, or some other rebalance.
