Requirements ... the only requirement is such that the game should make fun. So, the more opportunities to develop creative Pokemon better. As every Pokemon has a top imposed attacks it can not be that Pokemon was made creatively.

nah, it's bad idea, this would change all the progress in game we have now, all the rebalance was made with a purpose
