That's the second time it ever happened to me. Elite Four members are somewhat hard to find, due their characteristics of teleporting from place to place. But if you find them, you still need to be lucky enough to have found them as sooner as possible, since they tp out of the place after some time.
My suggestion is just to lock the NPCs (so they can't tp out) while there are players battling them. It's pretty sad to deliver items, to find them lots of times to accept/report tasks, and then, when finally dueling, they vanish.
