Cant donate with Paypal method

Hello, i have a friend its trying to donate with paypal method in he's account.. and it is impossible. i asked to players and they said i have to ask permission to do so. Can help me?

he already send email but nobody answer.. i just ask for permissions then..? i have other question. I blocked my IP so that no one can connect .. but I need to connect from a different IP since I live in two places .. as I can disable it?
