It is not a bug in itself, it is modified like this, apparently that is how they defined the damage of the pokemons...
It is advisable to try to save damage to wait for the day of the great rebalancing that was promised after the professions.
and there has to be yes or yes, because with the lvl 150 that the pokemon can raise they will have more damage and in many pokemon they will have damage, some have too much damage in 1 or 2 movements like other pokemon that have good dmg in all their movements

And so the list of many more pokemons continues, I suppose they will take that into account when there are lvl 150 pokemons, because if they don't take that variable into account this is going to get out of control
