Here i pleased change to set

Passive = Rapid spin or Aqua jet
m1 Bubbles
m2 Bubblebeam
m3 Aqua blast
m4 Water gun
m5 Hydro Cannon
m6 Skull Bash
m7 Water spout
m8 Metalic noise
m9 Water Tornado
m10 Hydropump

It would be very good for people who cant add reflect or rain dance on their blastoise

I am 90% sure that I said somewhere that Water Tornado will probably remain as Vaporeon exclusive move for now, so... That's a no.
Also, removing a weak target for another aoe move doesn't sound like too balanced IMO, even more if you consider the fact, that Skull Bash and Hydro Cannon have the same formula (with Skull Bash being faster, and that's the only difference), so that's also a no. MAYBE, just maybe, Skull Bash could be replaced with Hydro Cannon.

Since mega blastoise has it, weird

As you know all the cloned pokemon's has extra 200 damage on their earthquake formula skills, but cloned blastoise's Brine manage 1100 each, someone already talked about that?

1. Blastoise doesn't need any changes.
2. Cloned pokemons don't do +200 damage on earthquake formula spells, but +50 or 100 depending on the whole moveset.
3. Mega Blastoise has Water Tornado as a BETTER CHANGE instead of brine.
