I guess I don't need to say much, this pokemon is just bad, so:

Current moves:

P - Aqua Bolt
m1 - Splash
m2 - Heavy Slam
m3 - Bublebeam
m4 - Underwater
m5 - Amnesia
m6 - Bubble Blast
m7 - Haze
m8 - Water Pledge
m9 - Water Spout
m10 - Aqua Pound

New moves:

P - Aqua Bolt
m1 - Splash - change it for anything else.
m2 - Heavy Slam
m3 - Bublebeam
m4 - Underwater
m5 - Amnesia - IMO this move is horrible and it shouldn't exist, So I would change it as well.
m6 - Bubble Blast
m7 - Haze
m8 - Water Pledge
m9 - Water Spout - Rain Dance
m10 - Aqua Pound


Feel free to suggest new ideas.

I dont see any reason to change splash because its weak target aka something that almost every pokemon have. Same for amnesia just because your opinion is like that it will not be changed especially after it was changed to give moveset for pre evolutions if pokemon have one. The only thing i would agree is giving him better aoe
