An example: You see Zulu he is level 20. You see Squirtle [level 25] he belongs to Zulu.

It's better to train him. Because if you want to try catch mid levels pokemon it will be harder than trying to catch a low lvl one of the same kind. ^^
Example: I'ts harder to catch a Squirtle of level 5 than a squirtle level 2.
