Could you review polywrath as well?
subjectively speaking, I believe he's so for to pvp than to pve, and I remember a time when he was good for both situations.
So I would like to suggest something like:

Hypnosis> Low kick
surf> ice beam / ice punch
waterfall> vital throw
water shuriken> bubblebeam
tsunami> water spout
water sport> sparking area / brine?
Close combat> passive?

I thought in smth like that:

# m1 Mind reader
# m2 Low kick
#m3 water gun
# m4 ice punch / ice beam]
# m5 circle throw
# m6 Vital throw

# m7 Bubblebeam
# m8 Water spout
# m9 sparkling aria / brine
# m10 final Gambit
Close combat - Passive

1. Lack of weak move
2. Hypnosis is natural for this pokemon

4. It cannot have 2 stuns in moveset, because it learns water pulse and others with TM.

it's known hypnosis working in area is exclusive to hypno, but couldn't be have an exeption for poliwrath once it is from its naturalness too?

3. Sparkling Aria is signature move of Primarina

Brine/ wouldn't be bad to be added, no clue how many players has added it as tm, but i guess wont make the economy suffer, by the extraction way. Or then, Aqua power ...

4. It cannot have 2 stuns in moveset, because it learns water pulse and others with TM.

#5 ice beam/punch > helping hand or then keeping surf ?

Not every pokemon must have area stun. You can always teach it water pulse, which isn't that expensive.

Does he used to has ice beam long time ago? I think you can give him ice beam (that isn’t good for exp and not very easy in duels) and that would be a solution. Make Poliwrath great again xD I remember time when EVERY duel looked like this: player 1 > Umbreon, Player 2 > Poliwrath dynamic punch xD all the time Poliwrath against Umbreon and bum dynamic punch making such a dmg as feint now

We are not saying a "no". But pointing out what's wrong in his suggestion.
back then wrath probably had 5 stuns like many others. There was no rules, no limits for rebalance unlike now.

Since Poliwrath thread exist, I'd like to point out my ideas how its moveset could look.

Poliwrath's moveset doesn't look really bad that we can not use it on exp. I think adding Brine could be a solution, but since is possibility that players used it as a TM is better to not giving it to its moveset. We have many moves which could improve Poliwrath. Besides this, Poliwrath can learn TM Reflect what is a big advenatge in both sides (PVP & PVE). Still we have one slot for other TM, which can be really cheap like Raissa mentioned (Water Pulse as a stun) or Hydropump like a big area move. Except these, it can also learn Blizzard/Rain Dance/Force Palm, what with combination with Reflect can be as good as others. In conclusion I'd like to show my idea of its moveset. I won't change so much, becouse Poliwrath is pretty nice; good enough with Water Pulse and Hydropump. Also don't forget we can use other pokemon which can stun our opponents. I think that small change in its water side and fight side would be enough to make it much better in exp and won't affect PVP.

My suggestion
m1 - Mind Reader - 50 - 35sec
m2 - Hypnosis - 55 - 30sec
m3 - Water Gun - 15sec
m4 - Surf - 50 - 30sec
m5 - Karate Chop/Storm Throw/Much Punch - 55 - 35sec/50sec/20sec
m6 - Waterfall - 60 - 35sec
m7 - Circle Throw - 50 - 20sec
m8 - Tsunami - 50 - 25sec
m9 - Aqua Pound/Hydro Swipe/Aqua Power (move which had Slowking before its changes, don't remember exactly the name) - 65 - 50sec
m10 - Final Gambit - 60 - 50sec
