cloned raichu

why cloned raichu dont have more then 100% hp?
its cloned so it supposed to have more hp then its normal version right?
raichu already is a pokemon that got very low hp, it got like 6k at level 60 now(cloned)
thats same as normal, so i would say why raichu doesnt have 110-120% hp like other cloneds?

Raichu cloned 100% less is not a weakness and cloned Blastoise has no dive is not weakness, it is not normal ... have to report things that are not common
