when i attack wheit the "tornado" attack
they is nothing no tornado in the ballel

and if your pokemon is 10x higher than your level you cant use it.

yes thor. example. when your level 40 and your graveler is level 51 you cant use it. you need to be level 41 to use it.

10x would mean 10 times your level, which is wrong. However the example you provided is right, 10 levels higher and 10x higher are not the same.

11x would mean if i was lvl 5 i could use a poke until it reached 55.

11 times higher than your level is the same as saying 11 multiplied to your level

Its not 11 multiplied to your level, its 10 multiplied to your level.
