I guess they have posted something about it looong ago, not especifically to Dusknoir, but all pokémons.. however it seems to be far from being done yet

They called It "tutoring" and it would be made by a NPC

Hopefully you can do something in duskior, leave it complete lvl or for duels since I find that it is a poke that is far behind many ghost-type pokemon even if it is tm good like 33 or 31, even so it remains very weak for dueling
